How to force the RD to use the SD IP range?

In order to force the RD to use the SD IP range you will need to enable the property "Use Server Based IP management" which is in the Server configuration page (Home > Inventory > Servers > Server Details).

This will select IP's from the range that was defined on the server and not in the RD.

When the option Use Server Based IP management = false (Sign with X) it means that this server is part of a server group that has an RD range assigned to it, and all VDS's that are defined in this server group get their IP from the RD range, except VDS's that are assigned on a server that has "Use Server Based IP management" = true.
