Answer

Plesk 8.3 for Windows is for clean servers only and updating existing Plesk 7.6, 8.1 or 8.2 for Windows installations. If you need to upgrade existing Plesk 6.5, 7.0 or 7.5 for Windows you should upgrade your installation to Plesk 7.5.6+ and then to Plesk 7.6.1 before upgrading to Plesk 8.3.
