How do I terminate subscription in HSPcomplete 3.3? I have tried using 'Terminate' button and subscription still is 'Terminating' status.

Starting from HSPcomplete 3.3 version subscriptions are not terminated immediately but placed into Termination queue first

Termination queue is new feature implemented in HSPcomplete 3.3 version. When subscription termination is requested, the subscription is not terminated immediately, but stopped and placed into termination queue where Provider could either confirm the termination request (in this case the subscription is terminated immediately) or activate subscription (in case if it was deleted accidently).

So, to confirm the subscription termination you may select the subscription on Top > Account Director > Subscription Manager > Subscriptions > Termination queue tab and confirm the termination request.

Also, you may adjust Termination period - the period of time a subscription data is kept in the database after expiration period is over or after a provider or reseller manually terminates a subscription. By default, Termination Period is set to Terminate Manually, it should be possible set this period to a few seconds just for example to terminate subscriptions and delete data in a few seconds after termination request. This option is configured on Top > Account Director > Subscription Manager > Credit Terms > default > Configure Credit Terms screen.
