[FIX] National symbols can be skipped on client creation using Plesk API-RPC

SYMPTOMS

Names of Plesk client accounts created using Plesk API-RPC containing national symbols are displayed wrong, with several symbols substituted by space characters.

RESOLUTION

Please upgrade Plesk up to 8.1.1 or higher version.
