SpamAssassin is set to allow users to control their individual mail settings in the server settings. However when logged in as an individual user account, you have no the ability to manage SA.

RESOLUTION

New "Spam filter management" Plesk Client permission had been added since Plesk 8.1. Make sure that the client has this permission. You may add this permission to all clients using Group Operation feature on the Clients->Group Operation page.
